Hezbollah Chief Qassem Rejects Conditional Truce; Demands Israeli Withdrawal From Lebanon
Hezbollah’s chief Naim Qassem on Thursday formally rejected the conditional Israel-Lebanon truce announced by Lebanese and Israeli envoys in Washington, demanding a comprehensive ceasefire and complete Israeli withdrawal from Lebanese territory. President Donald Trump said “progress made” in Lebanon despite the rejection. The Qassem rejection confirms the structural flaw of the deal: the US-brokered talks did not include Hezbollah, and the “complete cessation by Hezbollah” clause is now operationally unverifiable. Israel’s defence minister said Thursday the deal grants Israel the freedom to strike Beirut if conditions warrant.
Naim Qassem became Hezbollah Secretary General after Israel killed Hassan Nasrallah in the 2024 Dahieh strikes. His Thursday rejection is the first major operational test of his leadership against a US-brokered framework. The Israeli withdrawal demand — from the Beaufort Castle / Beaufort Ridge / Wadi al-Saluki line beyond the Litani River, the deepest Israeli position in 26 years — is the precondition Qassem has set for any Hezbollah cessation. The Trump “progress made” framing is the operational walk-back — it acknowledges the rejection without scrapping the framework architecture. French and Saudi envoys travelling to Beirut now have a sharper task: getting Qassem to convert the “reject and demand” posture into a “reject but allow indirect compliance” posture.
