'One In, One Out' Returns Deal With France Is Scrapped

The pilot under which Britain returned small-boat arrivals to France in exchange for accepting an equal number of people with legitimate claims has been abandoned. About 1,500 people were removed in just over a year, a scale ministers judged insufficient, and the scheme is no longer processing new cases. Removal flights will continue. The French interior ministry said the two sides are “discussing… the terms of exit from the agreement”.

The scheme was always defended on deterrence rather than volume, which is what makes ending it awkward. Shabana Mahmood conceded this month that it had “not been without its challenges” and that “the numbers are still relatively small”, the difficulty being “to scale up very large numbers of removals every week into the French system”. But she also argued that the United Nations and other agencies had reported some people declining to board boats because they believed they might be accepted under it — which is an argument for keeping a scheme, not for scrapping one. The crossing figures are genuinely better: 19,135 people so far this year against 32,188 in the same period of 2025, a fall of 42%. The Home Office says “lessons learned” will be used to “accelerate efforts” to return those with no right to remain, which is the language of having nothing ready yet.
