Kyiv Burns a Refinery 250 Miles From Moscow; US House Passes Sanctions Bill
Ukraine struck the Yaroslavl oil refinery and a Rostov airfield — one of its biggest drone operations of the war halted all four Moscow airports for seven hours — while a Russian barrage injured at least nineteen across Kyiv and Odesa, among them two children. In Washington, the House passed the Graham sanctions bill 262–159, threatening 100% tariffs on the biggest buyers of Russian oil. The sanctions bill is the war’s biggest economic escalation since the oil price cap — targeting not Russia but its customers, which in practice means China and India, and passing with margins that survive a veto argument.
