Kushner Gaza Roadmap Stalls as Netanyahu Resists Disarmament
A 15-point roadmap for Gaza brokered by Jared Kushner has stalled, with the Israeli prime minister, Benjamin Netanyahu, resisting a provision under which Hamas would gradually disarm and hand governance to an international force in return for an Israeli withdrawal. Hamas says it has accepted the plan but insists Israel first halt daily violations. Kushner said: “We will not allow Gaza to be rebuilt until Hamas disarms.”
The roadmap, approved by Trump’s so-called Board of Peace, is the most detailed framework yet for ending the Gaza war, but it founders on the same question that has defied every previous effort: sequencing. Hamas will not disarm without a guaranteed Israeli withdrawal; Israel will not withdraw without disarmament first. Netanyahu, facing re-election in October, has little incentive to make concessions his right flank would punish. Rare talks in Cairo brought Hamas, Egyptian, Qatari and Turkish officials to the table, but produced no breakthrough with Netanyahu.
