Andy Burnham is set to deliver his first major policy speech as Labour leadership frontrunner today, proposing a dramatic shift of power away from Whitehall, including establishing what he calls a “No 10 in the North”. The speech is being closely watched because Burnham is currently the only declared candidate to succeed Sir Keir Starmer and could be in Downing Street within weeks.
